I believe the OP is referring to favicons, not that he wants to make new
icons. He would then like the favicon to be the shortcut for a site on
his desktop instead of the default "E" for IE. Here is a link to a
program hosted on MVP Kelly Theriot's site that should do what the OP
wants for free:
