He tried to install Service Pack 2, but it locked up during the process and afterward all he could see on bootup (which took many, many minutes) was a desktop with no way to interact with it. I did a repair installation of Windows XP (with SP1)
and we were able to get to the desktop and actually do stuff, but according to him it's taking at least twice as long to get there as it did before all his problems started. Also, the system seems to be running much slower than it did before once we do to the Desktop.
He's using a NetGear router and we can see it make a connection with the master computer connected the Internet, but Explorer says there is no connection. When we try to use the Wireless Connection Wizard, we get the Wireless Network Setup Wizard "RUNDLL error - Error in wzcdlg.dll Missing entry: FlashConfigCreateNetwork" message.
Can anyone point me in the right direction to get this resolved?

Given that your friend seems to think that there is a performance problem after the repair install I would be tempted to format and do a clean install.
