Downloads to go direct to file Downloads, not Desktop

Tech-Archive recommends: Fix windows errors by optimizing your registry

When new programs are downloaded, they are going to desktop - there is a way
to alter that to send the new programs to the file "Downloads" which I
created. I've just forgotten where or how to alter so that they go direct
to the file "Downloads"

Can anyone help please?
