You can this in the Internet Explorer > Tools > Internet Options >
Programs. However, Outlook replaces Outlook Express so this is not
available while Outlook is installed.

I do not think so. Run Office Setup from the Control Panel > Add and
remove Programs and uninstall Outlook from here.
