Can you please tell me what the text of the blue screen says?
Also, are you running Service Pack 2 of XP?

Another thing that might affect your shutdown is devices attached to your
computer when you attempt to shut it down. If you have some USB devices
such as a printer, CD burner, Flash drive, etc connected, try unplugging
them before shutting down and see if your problem still occurs.
