snap-in

Disk Management is a stand-alone. You can access it from the Administrative
Tools folder or...
Start | Run | Type: diskmgmt.msc | Click OK
Maybe that method will avoid your snap-in failed message.
Performance Logs and Alerts has nothing to do With System Restore.
