System Idle is the difference between the sum of all running processes and 100%. If you are seeing a System Idle figure of 96% it means only 4% of the CPU capacity is being used.

Tried get the most feed back for you all.
Most of times a simple reboot gets rid of it, but I only want to know why it
happens
