I think you need to add support for languages in Control Panel> Regional
and Language Options before those will show up. Not at my XP system right
now so can't repro the exact steps needed but the needed option mentions
support for right-to-left languages.
NOTE: You may be prompted for the install CD when you do this. If you have
a standard XP setup CD, insert when prompted. If Windows was preinstalled
and you do not have a standard CD, try to redirect this prompt to the OEM's
folder on the hard drive that contains the XP setup files.
Also, there are a few font packs in XP. While you may not see a font
plainly listed in the Fonts folder, it will show as an option within
programs such as Word or Wordpad.
