"Maximize" isn't filling the screen...

Odd problem here....system is running fine...no problems whatsoever, with
one exception:

When the user maximizes a window, it doesn't fill the screen. There is about
a 1" gap on the right side. The window appears square, rather than
rectangular.

We can 'restore' the window, and manually stretch it to fill the screen, but
Windows just won't do it automatically. Adjustments to the resolution have no
effect. 800x600 simply means a larger gap.

There have been no applications installed on the machine recently, nor has
there been any internet connectivity. The system has been running stable for
more than a year. As absolutley everything but the maximize function appears
to be working correctly, and fullscreen DX games work fine.

I'm not sure of the system specs, but I've asked the user for them.

Any thoughts?
