WindowsXP Setup Problem

A couple of days ago, my computer began shutting down right after it gets
booted up. I do not have any System Restore points on this particular
computer, so I decided to do a WinXP reinstall. The setup goes okay for
about 2/3 complete and then locks up. I can't get to the Windows Start
icon.

When I try to shut the computer off and reboot, it stops where it was before
(setup 2/3 complete) and locks again. I have tried hitting F8 and selecting
each of the options the options, but no luck. How can I get setup to
working or get out of it to Windows to save the many files before
reformatting and starting over?
