This is the normal behavior when the images reside on the internet rather than your local machine or a networked drive.
Nothing you can do about it.
Set IE to purge TIF on close.

I must sort thru many thumbnails each day. When I click on many (not all) of
them, a window, titled File Download comes up. It asks 'Do you want to open
or save this file'. It then lists, Name, Type, and From. I have the option
to 'open, save, or cancel'. I don't want to save it until I expand it and
determine if I want it. If I opt for 'open', it adds an entry to my Temp Int
Files, which means I must dump them several times each day. Is there a way I
can see the expanded version of the pic without being bothered by this
'intrusive' window? Thank you for any suggestions.
