I may be misunderstanding what you mean, but here goes.
Mozilla Thunderbird is a Newsgroup _reader_, so is Outlook Express. As such
thery are merely applications or tools which understand news (and email)
transfer protocols. If you're looking for a newsgroup that isn't carried by
the _server_ you connect to, changing the tool you use to download and read
the news groups isn't going to give any better results.
It could be that you are using a browser (in that you talk about both
Mozilla and Internet Explorer) to give web based access to newsgroups. In
this case, it might be that OE would link to a server which gave wider
access than the one which IE or Mozilla know about, but then so would
Thunderbird.

Unless I'm greatly mistaken, Outlook Express is always installed with XP, so
you don't need to go looking for home pages, merely find it from within your
computer.
In my setup (I don't use it OE) access to it can be found as an Icon in
Start/programs where it was originally put on installing XP.
