As you can receive emails have you checked that SMTP details are correct for
your email account?
In outlook click Tools on the main menu and then click e-mail account
option. Select 'view or change existing e-mail account' and press Next.
Select the email account from the email account window and then press the
Change button. Look in the Server information section and make sure that the
pop3 and SMTP are correct for your email provider.
For example:
Incoming mail server(pop3) = pop3.youremailprovider.net
Outgoing mail server(SMTP) = SMTP.youremailprovider.net
My provider details look something like this:
Incoming = pop3.glowinternet.net
Outgoing = SMTP.glowinternet.net
Some providers use just 'pop' (without the 3)
Another thing you might check is that your SMTP server doesn't require
authentication before it can send mail. In the e-mail account window of
Microsoft outlook click on the More settings button. In the next window
click the 'outgoing server' tab. If the 'my outgoing server SMTP requires
authentication box is tick it should also have a log in user name and
password. Some email providers insist upon authentication for security
reason while others don't bother but it is worth checking just in case it
got inadvertently ticked.
