Shutdown issues

I am using XP Home Edition. I am finding difficulties in
shutting down as well as logging off and switching between
user profiles. If I shutdown, for example, I get a
prompt/message that says "Power Meter" which seems to
shutdown the 'puter but not power down/off. Moreover, I
cannot switch between profiles at all, so I have to reboot
instead.
Startup isn't an issue. Is there something I can do in my
configuration to restore that aspect of functionality?
