It sounds like your keyboard has a few stuck keys - specifically Ctrl and
Shift. Go back to Accessibility Options in Control Panel. In the StickyKeys
section, uncheck the box to use the keyboard shortcut. Then click on the
Settings button and uncheck the box next to "use keyboard shortcut." Repeat
the steps for FilterKeys. This won't stop the keys from sticking but it
will stop those features from starting.

Try giving the keyboard a good cleaning. Hopefully the results will be keys
that aren't sticking.
