To a point, yes the consumer has to do this.
There are a large number of windows XP computers and no two identical.
Microsoft can not possibly test all possible combinations.
Even the computer manufacturers are very limited since they have no
control on what hardware is added/removed and software installed.
All of which affect SP-2 during and after installation.
