Norton will cause a problem if not up to date.
Run Liveupdate and get the latest updates of the components.

Then make sure the wintrust dll is registered.
Start
 Run
Type Regsvr32 wintrust.dll
Click OK

I run two antivirus programs, the second is AVG and is free. I also have
Zone Alarm Pro installed. there is a free version available of this firewall.
www.zonelabs.com/www.grisoft.com. The reason I say this is that I had to
disable Norton internet security/ antivirus to get the update to apply. to
install. Zone alarm and AVG could remain active.

Please ensure that when you apply the update you are logged on as
Administrator. It is best to read
