RUNDLL error message

I have Windows XP and got RUNDLL Error as C:\Progra~1\NEWDOT~1\NEWDOT~2.DLL;
so can't connect to internet at all and wonder how to resolve that out. I
won't be able to open other webpages to download the solution.
I see other forums on this issue and notice of download in other sites, but
not fur me as no internet connection.
