WUP fials to update XP HighMAT

I cannot execute the update:-
Update for Windows XP HighMAT Support in CD Writing
Wizard (KB831240)

I have tried clearing the internet files and re-
downloading and also manually downloadin the update and
executing it localy but get the same error (text below).
Can someone tell me what is happening and how to fix it.
ALL other updates have been successfully applied (see
update history below.
