I'd say the it's not a Windows problem. IIRC, there was a fix for the Firefox URL association issue, if you can check their support/forums.

When I click on most any WebPages link on my computer hard drive, I get a
dialog box with information like the following:
"Windows cannot find 'http://www.cedarnet.org/jnation/Index.html'. Make sure
you typed the name correctly, and then try again. To search for a file,
click the Start button, then click Search".
After the dialog comes up, the proper Webpage then opens up.
This does not occur when I am already out on the net_  just on links on my
hard drive.
I am using Windows XP with Firefox browser.
