Taskbar with "start" moved to right of screen?

To Rick or Anyone,

I have sent out a similar posting on this previously, and
Rick suggested that I turn off "lock the taskbar" and try
to drag and drop to the top, then the left, then the
bottom of my screen, and I am unable to do it? Can
anyone suggest what I am doing wrong (the "drag and drop"
is enabled!). Thanks.

    ... It's now at the bottom with small icons, as selected, but the taskbar blue band is twice as deep as before,I've tried dragging it down to minimise the depth,but no luck. ... I know that you have to left click and hold and then drag to new ... VACANT area of the task bar but NOT in the quick launch bar!! ...
