applications frozen

I got some type of virus 2 weeks ago. I am on an in-house
network now and computer in other room needs help.
Everytime I open whatever ( Internet, Folders, Notepad,
etc... )I'll click on red X top right corner to delete
application but it still remains on screen. I'l hit "ctrl,
alt, delete" and computer does not see the appliction. I
defraged twice and cleaned cookies, computer got slower.
 What Can I do??
