It's more likely that the pop server is down (At least that seems to be common these days.).
Inbox, Outbox, Sent, Draft, and possibly a trash or junk folder are reasonable.
You did not say how you setup your mail application, or which one you are using. . Perhaps you should revisit the MSN email help sites appropriate to your mail client..
Dialup vs broadbasd-- many of the broadband IPs block port 25 for all pop servers other than thier own.
