You already have 2 good suggestions, but here's a third anyway.

Select the picture files. Right click. Select Send to Email Recipient.
In the dialog box that appears (Send Pictures via Email), click
Show More Options. Pick a picture size, and click OK.

The rest is easy. Your default Email program will open up,
with your pictures as attachments in a new message.

I need to reduce the image size of jpg files in a batch in order to make the
