1) The license for the operating system is for one computer, not two.
Office products, on the other hand (MS Office, MS Word, etc) allow
installing on a primary and secondary computer.
2) You didn't mention much about the content of the messages you're seeing
or exactly what choices they offer - but what you're describing (boot to
safe mode only) is typical behavior if Windows XP has not been activated.
2a) If using a version of Office that require activation, the programs will
run in "limited mode" until activation is completed.
Solution for 2 and 2a is to activate (over the internet or by phone). Once
that has completed successfully, normal operations return.
