If it worked at one time then a Restore might solve your problem. Can you start in safe mode? When your computer is booting you meed to press the F8 key usually. If you have a Start menu in safe mode then click Start>Control Panel and then you should see System Restore listed on the left. It pretty much explains itself.
If that doesn't work then you will need to boot to the CD itself and then either Repair or Reinstall Windows.

My computer starts and shows the Welcome screen with all
the user profiles listed but when I access any one of

How do I use Recover Panel to find the corrupt file?
When I try to shutdown through Task Manager (no Start
Menu) I get the Explore.EXE Not Responding dialogue and
subsequent Savings Settings...before I use the power
button to shut down.
