Not all icons displaying in notification area of taskbar

My XP Home machine does not display all the normal icons
in the notification area of my taskbar upon computer
startup. Icons like "Volume" (even though the "Display on
taskbar" option has been turned on)and "Safely Remove
Hardware", as well as some other program icons do not
appear after the computer has been started. I have also
turned off the "Hide Inactive Icons" option on the
taskbar properties. However, if I "Log Off" as a user and
then log on again without restarting the computer, all
icons appear in the notification area. What could be
causing this and how do I resolve it?
