Hi,

No, you can't switch the base OS language simply. All you can do is install
support for other languages, I do not think this will be sufficient for what
the software is looking for. Changing the OS language requires a clean
installation with a version of WinXP in the preferred language (other than
using the MUI in corporate machines).
