Unless the programs are running, they shouldn't be causing you trouble. Did
the program set itself up in All Users folder instead of those belonging to
the individual user?

If yes, disable the auto startup. Move the shortcut for the program to
their account folders. If they re-enable autostart options, what happens
next if it is a program that is willing to start for one user only or not.

If the other programs are running due to Fast User Switching, you'll need
to work out which programs are troublesome and then remind the user to
close them before you log on.
