The file should be located in windows\system32 and is either in use, missing or corrupted.
First restart the system to make sure the file is not in use by an installer session which has hung. if you still can't get the
installation to run try to locate mscoree.dll in the system32 folder. if it's not there you should find a copy in the
WINDOWS\ServicePackFiles\i386 folder from the update to service pack 1 you can copy it from there to the system32 folder.
If you have not installed service pack 1 you can extract the file from your windows CD as follows
click start and select run
type in msconfig
Click ok
click expand file
enter the appropriate information for name, source (windows CD) and destination (windows\system32) and click expand
You may need to search the windows CD to locate the file just use the name without the extension as compressed files tend to have
the last letter of the extension replaced by an underscore. Entering mscoree into search will find either mscoree.dll or
mscoree.dl_
