This can be done but takes some extra work to accomplish. MVP Rick Rogers
has written a page that covers various software installation and use
situations. You can find that page here:

On that same page (under item #2), you'll also find a link to an MS
Knowledge Base article that walks you through the steps of setting
permissions for that program so that the limited user can access it.
