wont shut down

Hi,
My friend's PC wont shut down in the normal fashion -start - shut down etc.
An error message quickly apears and dissappears and the system re-boots - it
has to be shut down manually. He ran windows repair with disc - anti-virus
up-to-date, no virus's detected.
Other than that the machine runs normally, at a loss really!
