Before doing Repair / Install try to uninstall the PCI Modem and see if that
will help.
Now while I'm thinking what can may be gone wrong is that you fried a
component on the machine when you installed the PCI Modem, which it will be
tricky to diagnose or discover.
Be careful when taking the PCI modem OFF, discharge your Body Elector static
(ESD) first by holding the Metal frame for the case for about 30 Secs and
hole the Card/Modem from it corner.
While there be sure there is not a loose cable (data, power cables).

You really need to be sure the machine clean from malwares and Viruses by
scanning from another vendor other than your Anti-virus vendor.
Then it is best if you told us the last thing you have been doing on this
machine and in what kind of Environment this machine operate and the internet
connection settings.
