User account manager blank window

Hi,

when I click on my user account manager (in the control panel) all I get is
a blank window. The title bar at the top reads:
res://C:\WINDOWS\system32\nusrmgr.cpl/nusrmgr.hta

Any suggestions on how I can access/get my user accounts manager to work?

I am owner with administrative privileges.
