This sounds more like an Office question. Office programs have a setting
that can "lockdown" a file - blocking changes by anyone other than the
creator/owner. If you want anyone to access the file (read and write) then
the setting in Office should be disabled.
To test, log on as the limited user. Create a new Access file and save.
Then open the file to see if editing is allowed or if it remains read only
too.
