Proxy settings refusing access to secured website

My problem is that I can connect to the internet no problem, but my computer
is refusing access to secured websites, ie my banking and hotmail accounts.
I have done soooo much and it wasn't that bad cos I could still use skype
and make phonecalls, but then I was lured to update to a newer version and
now I have lost access to that!
I have Norton Internet Security Anti virus 2004 which has now been expired
and I was told that even though I don't use it, it could be their firewall
settings that are blocking it and to remove the whole program. I tried to do
this through control panel but it tells me I need to log in, so after
attemping to log in it tells me I don't have authority. I then updated my
antiv virus and then that also was refused to connect to the internet so I
can't download it.
Anyone have any idea?
