AFAIK, the only way to access these is with a mouse click.
If working in another application, you can ignore the balloon and it will
fade. If the balloon was for a notification that needed your interaction,
there will be a related icon waiting for you in the notification area.
Example: If you have updates set to notification only, there will be an
"update" icon that can be clicked to start the download process.
