Check firewall settings. The firewall in XP SP2 can block traffic within a
network - useful if attaching a machine with questionable integrity. If
infected it won't infect the whole network. OneCare takes this a step
further and has a two way firewall - monitors incoming and outgoing
traffic.

I feel your settings -especially regarding the network - shouldn't have
changed but it's very likely installing the OneCare firewall changed things
and is blocking network access. Check settings. If no go, suggest you post
this question in the onecare newsgroups. They are more familiar with the
features and settings of that product.
