You don't mention what, if anything, happens when you insert a disk. Is the
drive not reading the disk or is it just not autostarting? How old is the
drive? Any changes to the system (hardware or software installs) right
before the drive stopped working? If there were changes, try uninstalling
whatever was installed. If still no luck, try a system restore point.
(Don't do a system restore until reading to the end of this post)
If not autostarting, there is a fix for that but in the meantime - use
Windows Explorer to access the contents of the disk.
If the drive is not reading any disks: Drives can get dirty over time or
wear out and need replacing. Try a CD drive cleaning kit first.
