Why do you have a www.dell.com screen? Do you make it to the desktop and
the browser launches trying to open that site? Or do you mean something
else?
If the system is not making it to Windows and dell.com screen is the splash
covering up the BIOS diagnostic (POST) information, then your computer may
have a hardware problem as Windows has not even started loading at this
point of the boot process.
