Have you by any chance implemented a group policy as this is one of the many
things you can do with group policy? Without knowing a little bit more about
your setup I cannot guide you properly.
If you have implemented a group policy you need to access this and browse to
User Configuration\Administrative Templates\Start Menu and Taskbar. The
setting you are looking for under here is "Remove and Prevent Access to the
Shut Down command". If this is set to enabled then theres your problem.
