Can't dial contact numbers using OUTLOOK

I have a problem that has been driving me nuts for months. When I try to
dial an OUTLOOK contact using my USR external modem, I get a message stating
that another program is using the modem and I should try again later. As far
as I know there is no other program that is using the modem, and I'm
wondering if there is a program that will tell me what is tying up the modem.

Alternatively (until I can solve the problem) I need to know how to
configure my little wireless network so that the desktop will use the
Laptop's modem to dial out.

Any help will be muich appreciated!
