Are you having this problem with Internet Explorer as well? If not, have
you checked to make sure any firewalls you are running including possibly
the XP firewall might be blocking its access? Also, various antivirus and
spyware monitoring software might have a similar feature and as such might
be blocking access, you would need to check the options and/or logs of such
applications to determine if the MSN Browser is being blocked.
