Do you have XP Home or Pro? With XP Pro, you can use group policy. With XP
Home, you might be able to adapt the idea of creating a folder that has
permissions for admins only. You'll need to drop into Safe Mode to get to
the Security/Permission pages in a folder's properties. Alternatively, you
could use a third party program such as this one by MVP Doug Knox:
