What account are they logging to in Safe Mode?
Most likely the default Administrator.
You MUST password all account with Administrator access, including the
default Administrator.
Reboot and enter Safe Mode.
Select Administrator.
Then go to User Accounts in Control Panel.
Select Administrator.
Set a password.
Then change any Account Type to Limited that should not be Administrator.
Are these students violating rules by changing Account Type?
If not change the rules.
If so, enforce the rules.
Until then, the students and not the staff own the computers.
