Boot to Safe Mode as previously described. Then go to Start, select Run and
type "regsvr32.exe regwizc.dll" without the quotes and press ENTER.
Then type "regsvr32.exe licdll.dll" without the quotes and press ENTER.
Then, type "oobe/msoobe /a" without the quotes, press ENTER and follow the
prompts.
