Repost: Unable to change homepage in IE.

This is a repost from a question I had a week ago. The fix that I was given
to fix the registry didn't work. Please help! Thanks!

When I go to change the homepage in IE (currently set at MSN.com), I receive
the error:

"This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator."

However, when logged on to the other administrator accounts on the same
machine, I receive no such error, and I'm able to change homepages and such
without a problem.

I have updated my virus scan .dat files and performed TWO spyware detection
programs (SpyBot Search and Destroy and Yahoo's AntiSpy). Both programs came
up with some minor problems; both were easily fixed.

I'm currently running a complete system virus scan. I have a feeling, in
order to change the homepage, I need to do a small registry change, but the
actual key change is completely escaping me (this happened on a family
member's computer at one time).

Any help is greatly appreciated. Thanks!
