You need to disable Simple File Sharing in order to have the Security tab in
folder properties. If you have XP Pro, you need to open Windows Explorer,
go to Tools, select Folder Options, go to the View tab, scroll to the bottom
of the list, remove the check from "Use simple file sharing" and click apply
and ok.

If you have XP Home Edition, Simple File Sharing is hard wired into the
system at the OS level and you need to boot to Safe Mode in order to perform
the above task. Boot the system, start tapping F8, when the menu appears,
select Safe Mode, press enter and log in to an Administrator account, then
perform the above steps.
