Tool Tip text lags

In several applications, (including MS apps), the text in
the tool tip does not change when moving from one "hot
spot" directly to another.
The size of the tool tip display box changes to the correct
text, but the text from the previous tip is displayed
instead of the new text.
The problem does not appear if the tool tip disappears by
moving to a "neutral" area first.
This problem has appeared on two different machines running
Windows XP.
Any thoughts?
