missing msgina.dll file

I am running XP as my operating system.
After removing a program in the correct manner, a file
called msgina.dll has also been removed in the process.
An error message is given before the welcome screen
appears stating that the msgina.dll file is missing and
that it needs to be replaced. How do I do this as I
cannot get into windows or access ms-dos!
Help would be greatly appreciated.
